Thai tourists do not walk in the sun like Western tourists because the sun is very hot. Thai people like cool weather. The time to travel for Thai people is 6 pm- 11.59 pm, the time when Thai people are crazy about spending money and traveling or drunk too ^ ^

I am sure they have no official DOT standard, but they look great, feel comfortable, keep the noise down, and might help some in a non-emergency.
